"The first portrait is of Sir Richard O'Connor, who won the fantastic victories over Graziani's Italians in 1940. The author shows that th e credit for the daring and unorthodox planning is due to O'Connor and not to Wavell; he puts forward a convincing argument to show that Tripoli could have been taken - and the North African campaign ended - in February, 1941, if the Prime Mi n i s t e r had not diverted forces to Greece. Of Sir Alan Cunningham, first commander of 8th Army, there is a picture of imaginative insight. The author shows that the crisis in the 'Crusader' battle of November, 1941, was caused by twenty years o f ne gl ec t a nd traditionalism, although the brunt fell on Cunningham, then a sick man. In Sir Neil Ritchie, next 8th Army commander, the author sees personified the characteristics of the Establishment - rigidity, social charm and professiona l c on ser vat ism . H e shows how Ritchie was beaten in the summer battles of 1942 by the dynamism of German leadership. With 8th Army in danger of complete collapse, the C.-in-C., Sir Claude Auchinleck, took over direct command in order to try t o sa ve the Midd le E as t a nd its vital oil. In the next few weeks he won a great but never officially acknowledged victory in the First Battle of Alamein. The author believes that this was the true turning point of the war, making possible the ' Torch ' l andi ngs i n Fre nch Nor th Africa. Auchinleck's reward was dismissal - as, the author shows, a political scapegoat. Although Field-Marshal Montgomery has recounted his own story, there is another side to it, told here for the first tim e. Th e au thor discus ses th e pl ans f or Montgomery's first victory of Alam Halfa which had been made by Auchinleck and his officers; he submits that the Battle of Alamein was not impeccably handled, and that Rommel's escape afterwards was not o wing to rain , but to the hesita nt, ' broad front' pursuit - the very error of which Montgomery was to accuse Eisenhower in 1944." It is Berton's thesis, documented by public statments made over the past generation, that a smug minority of business and political leaders has conspired to inhibit that freedom. The author indicts his fellow countrymen for failing to invest in human beings in the same way that they invest in power plants, highways, and gold mines. His researches into poverty in Canada and into the inequalities of the education system will shock a good many readers just as his theories on work and leisure will enrage others raised in the Calvinist ethic. The book ranges over a wide variety of topics: the hippie movement in Toronto's Yorkville village - the author's personal experiences in a Yukon mining camp - the future of educational television in Canada - and the Chamber of Commerce's abortive 'Operation Freedom' campaign. But always Berton hammers on his central theme - that the nation has been held back by an inbred power-elite: 'Selfish, narrow, short-sighted men unable to grasp the vision of the future, imprisoned by a bookkeeping attitude to life, creeping silently and blindly along at the tag end of the parade of progress'." "From a small militia organization the Canadian air force had grown by 1945 into one of the country's three major autonomous military services. In this second volume of the RCAF's official history, covering the years from 1918 to 1945, W.A.B. Douglas chronicles the force's rapid growth and provides a vivid portrait of the Battle of the At lantic as it was fought from the eastern shores of Canada. Military necessity had brought Canada into the air age. In the peaceful 1920s, civil more than military concerns governed the shape, size, and functions of the RCAF; in the followi n g d e c a d e the rise of international tensions forced the service to concentrate on its military role. During the Second World War the RCAF grew from a few hundred airmen to a force of some eighty squadrons and nearly a quarter of a million pe op le . "(T)ells the history of the town of York (Toronto) from the arrival of John Graves Simcoe in 1793 through the War of 1812 until news of the peace reached its citizens in the spring of 1815. The selection of contemporary documents attempts to show why York was chosen for a settlement in the first place, the kind of community that developed, and the effect of the War on that community. Apart from the normal problems connected with the establishment of any settlement, the officials of the town of York were faced with the necessity of creating a worthy capital city for Upper Canada at a time when Kingston, because of its pre-eminence as the military and naval centre of the province and its commercial prosperity, overhadowed all other settlements. The book also illustrates the gradual integration into a corporate body of many diverse elements - senior government officials, discharged soldiers, tradesmen, labourers - so that by 1815 the characteristics of modern Toronto were beginning to be evident in York. This collection of documents and the editor's very full Introduction will provide the student of local history with much primary material and the general reader with an interesting account of the early years of the modern metropolis of Toronto.
