"In the U.S. Army prison camps of western Germany at the end of World War II, almost four million German soldiers were held prisoner outdoors, in barbed-wire enclosures, with little or no food and water, for many months. The French Army, which took some 630,000 prisoners from the Americans to use as reparations labor, starved and mistreated them so badly that likely 250,000 died. In the American camps, at least 750,000 died. Most were soldiers of the Wehrmacht who surrendered on May 8, 1945, but many scores of thousands were women, children and old men. The deaths were simply listed as 'OTHER LOSSES". In painstaking, wide-ranging research, the author has interviewed hundreds of prisoners, guards and army officers and has amassed many thousands of pages of evidence from Army archives in Paris, Koblenz, London, Washington and Ottawa. By the end of World War I in 1918, only twenty-six constables were still serving with the force, but returning veterans were sought for enlistment with the provincials and the force grew, assuming every-increasing responsibilities for policing the province. Liquor law enforcement during the rumrunning days of the 1920s, and the creation of a highway patrol in 1930 played major parts in the evolution of the provincial police. The story of the OPP includes tales of murder, sabotage, corruption, and political influences. There were relief expeditions to the north in the wake of devastating forest fires, and confrontations with hoboes, harvesters, and loafers. Violent crimes, jail-breaks, war services, and industrial disputes all had to be contended with, and not a few members of the provincial police were killed in the performance of their duties over the years. "Wounded Allied personnel were invariably repatriated by hospital ships, which ran the gauntlet of mined waters and gambled on the humanity of the U-Boat commanders. For, contrary to the terms of the Geneva Convention, on occasions Germany had sunk the unarmed hospital ships under the pretence they carried reinforcement troops and ammunition. The press seized on these examples of 'Hun Barbarity', especially the drowning on non-combatant female nurses. The crises heighened following the German Government's 1 February 1917 introduction of unrestricted naval warfare. The white-painted Allied hospital ships became, in German eyes, legitimate targets for the U-Boats. As the war on the almost 100 strong fleet of hospital ships intensified the British threatened reprisals against Germany, in particular an Anglo-French bombing raid upon a German town.
