"Created in 1918 from the former Royal Flying Corps, the RAF forged its own traditions as it developed the tactics and weap- onry of aerial warfare. It ended the First World War with a strength of 300,000 personnel and 23,000 aircraft, but there was the immediate threat of stringent post-war defence budgets and an Army and Navy that demanded that air power be under their control. The Chief of Air Staff, Trenchard, needed a successful example of the potential of air power in order to guarantee future funding, and it came in the RAF air-policing role in the Near East. The RAF was perhaps the most neglected armed force during the 'appeasement years', despite vocal opposition and foreign militarization. After desperate rearm-ament in both aircraft and ground forces, the RAF stemmed the tide of German expansion in the Battle of Britain. The author devotes one third of the book to the superb record of the RAF throughout the Second World War, acknowledging the problems in command, strategy and aircraft equipment that appeared in all theatres during the fight against the Axis forces. Chapters cover the lean years from 1940 to 1942 with the RAF over-committed on all fronts, through the gradual build-up with improved aircraft and on to the heavy bombing campaign and the final, comprehensive air assault on Germany. The years 1944-1945 mark the high point of RAF history, but the factual framework continues with details of the appearance of jet aircraft, the deployments worldwide as the British Empire evolved into the Commonwealth and the RAF's changing tactical and strategic roles as Britain declined from 'superpower' status. This period also includes an appraisal of the V-bomber force, the slow decline in British research and development, the emergence of the RAF role in NATO and the balance of power during the Cold War. "When the passenger liner 'City of Benares' sailed from Liverpool on Friday, 13 September 1940 she was carrying 90 evacuee children from the bombed cities of Brit ain, bound under a government-sponsored scheme for a safe haven in Canada. Her sinking by U-boat four days later, without warning, in total disregard of the plight of survivors and in defiance of international law, shocked and horrified the c i v i l i s ed world. Of 406 people on board 256 were lost - including, at first count, 83 of the evacuee children. In Britain and the Commonwealth the reaction was one of righteous indignation, accompanied by an intense desire for retribution. N or w as t he propaganda value neglected, a broadcast by King George VI the day after the news broke being clearly directed at neutral America. 'The world,' he said, 'could have no clearer proof of the wickedness against which we fight than th is fou l d eed '. "From a small militia organization the Canadian air force had grown by 1945 into one of the country's three major autonomous military services. In this second volume of the RCAF's official history, covering the years from 1918 to 1945, W.A.B. Douglas chronicles the force's rapid growth and provides a vivid portrait of the Battle of the At lantic as it was fought from the eastern shores of Canada. Military necessity had brought Canada into the air age. In the peaceful 1920s, civil more than military concerns governed the shape, size, and functions of the RCAF; in the followi n g d e c a d e the rise of international tensions forced the service to concentrate on its military role. During the Second World War the RCAF grew from a few hundred airmen to a force of some eighty squadrons and nearly a quarter of a million pe op le . RC AF s qu adrons, wings, and groups took their place beside other Allied air forces in many theatres of the Second World War, and in the process acquired capabilities in virtually every phase of air warfare. The roots of the RCAF's growi ng rep ut a tio n i n o ver seas theatres, especially in the Northwest Europe campaign, were to be found at home. Responsible for the British Commonwealth Air Training Plan in Canada, the RCAF trained large numbers of other Commonwealth and Allied air men as we ll a s Ca nadi ans. Charged with the air defence of Canada, it built up a big Home War Establishment which fought on the Pacific Coast and also played a significant part in the defeat of enemy attempts to destroy Allied shipping, par ticu larl y i n t he Ba ttle of th e Atl antic. The latter was a crucial role, sustaining Great Britain and the Allied forces in Europe. Directed from headquarters at Halifax, aircraft of Eastern Air Command ranged from the St Lawrence River to mi d-oce an, u ltim atel y thwa rting Germa n U-bo ats that nearly severed the North Atlantic under British Command. Douglas's account is the first to give proper credit to the RCAF for the part it played in these operations.
